Authorizes a leader and returns the exact worksheet plus its typed execution stamp.

#### Function `create_on_chain_tool_result_for_walk`

Prepares an on-chain Tool result and its execution requirements.

This is the one way transition from the composable \[ProofOfUID] worksheet to \[UIDRequirements]. The requirements bind the expected tool witness and the exact result object that must be finalized.
